Full Spectrum Cyber Operations Business Senior Manager

Key Role:

Coordinate with Booz Allen leadership and business sector leads and identify, develop, and manage business opportunities related to Joint Cyber Warfighting Architecture. Support strategy development for integration of Full Spectrum Cyber operations and emerging concepts across the service components and lead Booz Allen efforts to develop and continually refine strategic advocacy opportunities to advance the corporate strategy, shaping the strategic environment to the left of requirements. Maintain responsibility for the successful technical, schedule, and cost performance of major cyber programs through subordinate program and project managers in accordance with contract requirements and company policies, procedures, and guidelines. Acquire follow-on business associated with areas of responsibility and support new business development by leading major proposals personally or through subordinate program and project managers. Manage a directorate within a division, including supervisory and developmental responsibilities within Cyber areas. Recruit, interview, hire, and assign staff and provide technical direction as necessary to complete program delivery. Sustain, develop, and grow the inventory of engagement Booz Allen Cyber Operations capabilities and investments, with a focus on mission alignment and integration with cross-domain battle planning. This position is a hybrid role with a combination of working at a Booz Allen office or client site and working remotely.

Basic Qualifications:

  • 6+ years of experience in a leadership role within the Department of Defense (DoD) cyberspace operations

  • Experience with advancing our Nation’s Cyber objectives aligned to the Joint Cyber Warfighting Architecture (JCWA) through the creation of Full Spectrum Cyber Operations Shared Services applications using microservices.

  • Experience with the DoD Command and Control (C2) of Cyberspace Forces across USCYBERCOM, JFHQ-DODIN, CCMDs, and service cyber components

  • Knowledge of Joint Cyber Warfighting Architecture capabilities, including Unified Platform, Persistent Cyber Training Environment (PCTE), Joint Cyber Command and Control, Joint Common Access Platform, and Joint Development Environment

  • Knowledge of Software Factories, including LevelUP

  • Ability to utilize, create, and maintain relationships within DoD Cyberspace Operations Forces, including USCYBERCOM, Air Forces Cyber, Army Cyber Command, Marine Corps Forces Cyberspace Command, or Navy Cyber Warfare Development Group

  • TS/SCI clearance

  • Bachelor’s degree

Additional Qualifications:

  • Experience executing all aspects of business development, program capture, planning, and execution

  • Knowledge of the Joint Capabilities and Integration Development System (JCIDS) process and other processes used by the DoD cyber forces, including OTAs

  • Knowledge of Cyber Kill Chain Model, Diamond Model, MITRE ATT&CK, and other emerging concepts

  • Knowledge of Cameo EA, Jira, Confluence, GitLab, DevSecOps, and CI/CD

  • Ability to work within a Scaled Agile Framework Team environment

  • Ability to rapidly gain expertise on new technologies, environments, methodologies and problem sets

  • Possession of excellent oral and written communication skills

  • Possession of excellent presentation and leadership skills

  • PMP, CEH, CISSP, OSCP, or CISM Certification
