Cost Engineer, Mid

Key Role:

Support independent cost engineering and cost analysis of DoD programs by translating technical requirements into cost information. Support junior-level cost engineers through training and mentorship. Lead and support the identification of cost data to be collected and ensure it is collected, review draft work breakdown structures (WBSes), review draft cost reporting plans, normalize data, perform statistical regression, learning curve, and other analyses, estimate the costs of software development and maintenance, perform modeling in Microsoft Excel or review Excel-based cost models using dynamic formulas, including complex conditional statements and database lookup commands, assess, quantify, and incorporate cost uncertainty through Monte Carlo discrete event simulation, document and present results, communicate with stakeholders, and participate in various program meetings. Grow the size of teams and the business base. Support successful program acquisition milestone reviews using analyses, support contract negotiations, prepare program budget submittals, perform should cost initiatives to improve program efficiency, and evaluate the costs of multiple future program options. Analyze the development of a cost estimate with detailed basis of estimate justification and the development and implementation of cost estimating training and processes. This position is located onsite in San Diego, CA.

Basic Qualifications:

-2+ years of experience with defense cost estimating or data analysis

-Experience with Microsoft Excel, Word, and PowerPoint 

-Experience with data collection
-Experience with statistical regression analysis and probabilities

-Experience with discrete event simulation, including Monte Carlo simulation

-Ability to multi-task and work under minimal supervision

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience with DoD acquisition and supporting major milestones

-Experience with the manufacturing process flow

-Experience with supply chain management and logistics

-Experience with management and business development

-Possession of excellent oral and written communication skills

-Possession of excellent leadership, teamwork, and collaboration skills

-BA or BS degree in Engineering, Operations Research, Mathematics, Economics, or a related field

-International Cost Estimating and Analysis Association (ICEAA) Certified Cost Estimator/Analyst (CCE/A) Certification a plus
