FMS Financial Analyst

Key Role:

Support Foreign Military Sales (FMS) case and administrative financial execution, including all financial aspects related to case and administrative execution, such as monitoring contract execution, preparing contract modification and purchase requisitions in Navy Enterprise Resource Planning (N–ERP). Post obligations and deliverables in the Management Information System, International Logistics (MISIL), prepare contract financial reports, process standard funding documents, and track charges and payments, financial reconciliation, and accounting and budgetary support. Provide support to process current year and prior year obligations and expenditures, develop FMS administrative spend plans and financial reports, and conduct and perform financial reviews. Identify and correct financial discrepancies, make recommendations, and prepare processes and tools to prevent and correct financial and accounting errors. Develop, submit, and answer data calls in support of the FMS administrative budget exhibits.

Basic Qualifications:

-3 years of experience with C4I or FMS financial management tasks, including funding establishment, allocation and transfer in N-ERP, FMS administrative funding budget exhibit development, submission and execution, FMS case reconciliation, financial anomaly resolution, and FMS case closure

-Knowledge of N-ERP, Defense Security Assistance Management System (DSAMS), MISIL, Security Cooperation Information Portal (SCIP), Information Warehouse (IW), or Defense Integrated Financial System (DIFS)

-Ability to manage and execute all financial administrative aspects
-Active Secret clearance

-BA or BS degree required

Additional Qualifications:

-Knowledge of Program Budget Information System Database (PBIS), BeSMART, including Planning, Programming, Budget, and Execution, Case Execution Performance Tool (CEPT), FMS Admin Case Tracking System (FACTS), Defense Case Accountability System (DCAS), Computer Optimized Batch Reconciliation Application (COBRA), Electronic Document Access (EDA), Tri–Annual Review Tool (TART), Security Cooperation Enterprise System (SCES), Data Warehouse Business Intelligence System (DWBIS), and Budget Object Classification System (BOCS)

-Completion of International Programs Security Requirements Course, DISAM and DISCS Security Cooperation Management CONUS Course, Security Cooperation Management Financial Management Course, and Security Cooperation Management Case Reconciliation and Closure Course
