Key Role:
Assist DoD clients with the evaluation, creation, and review of training, manpower, and program documentation in support of C4ISR acquisitions. Conduct front-end analyses (FEA) training to identify gaps in knowledge, skills, and abilities (KSAs) and communicate FEA results effectively to high-ranking government clients. Work closely with SMEs and DoD personnel to carefully analyze performance needs, create job task analysis, produce manpower recommendations, and analyze strategies that leverage Navy instructional design and workforce development models to ensure learning objectives are met. Work with stakeholders to provide training delivery and media recommendations that meet Fleet needs. Develop Navy Training System Plans that ensure the integrity of task analysis, training requirements, manpower requirements, and evaluation plans, are adequately reflected.
Basic Qualifications:
-5+ years of experience with Navy Manpower and Training operations
-Experience in conducting research and analysis of data and generating coherent recommendations associated with Navy MPT policies, processes, and procedures
-Experience with standard Navy terminology
-Secret clearance
-BA or BS degree in a STEM field
-Ability to obtain Master Training specialist or other training Certification, including Kirkpatrick or PMP or obtain within 30 days of hire
Additional Qualifications:
-Experience in a Naval Manpower or Training Command or as an instructor
-Experience with the implementation of OPNAVINST 1500.76, Navy 130 series, and other DoD manpower or training policies
-Experience with Navy NTSP and HSI policies and processes
-Experience with Navy MPT systems, including COGNOS, FLTMPS, and HARPS
-Possession of excellent oral and written communication skills
-Top Secret clearance preferred
-Master Training specialist or other training Certification, including Kirkpatrick or PMP
Clearance:
