IT Portfolio Management Specialist, Senior

Key Role:

Provide Information Technology Portfolio analysis support to gain greater transparency into IT investment portfolio and identify optimization opportunities. Work with a process improvement team to recommend and support implementation of IT portfolio management process improvements to streamline current operations and increase the visibility and effectiveness of IT planning, programming, budgeting, and execution (PPBE). Support the implementation of IT governance and portfolio management policies and procedure. Develop and support development of customized artifacts, templates, guidance, training, and analytic tools to mature client processes. Provide advice on DoD IT governance and portfolio management framework and enterprise architecture. Develop operating concepts and senior-level issue papers and provide briefings and updates on related IT policy, investments, concepts and portfolio management to Flag and SES-level audiences. Support the analysis of data regarding investment plans and patterns, requirements and IT budget implications, policy compliance, and process execution to identify strategies for CIO engagement and action , as well as translate the analysis results into actionable reports, updates, and recommendations.

Basic Qualifications:

  • 5 years of experience with Navy IT management and strategy
  • Experience with Chief Information Officer (CIO) consulting, Capital Planning and Investment Control (CPIC), IT Portfolio Management, project management, enterprise architecture, and process improvement
  • Experience with Navy’s IT Procurement Request (ITPR) process, (DoD) Information Technology (IT) Portfolio Repository - Department of the Navy (DITPR-DON)/DON Application and Database Management System (DADMS)
  • Experience with stakeholder engagement, research, gathering data, conducting quantitative analysis and effective presenting analytical findings
  • Secret clearance
  • Bachelor’s degree
  • ITIL V3 or later Foundations, and Intermediate Certification

Additional Qualifications:

  • Experience with Microsoft Office products, including SharePoint, Outlook, Excel, Word, and PowerPoint
  • Knowledge of current federal IT strategic priorities, including Cybersecurity, Cloud hosting, shared services, legacy system modernization, and data center optimization
  • Knowledge of Risk Management Framework, as it applies to the portfolio, and IT Service Management and DoD Architecture Framework (DoDAF) enterprise architecture
  • Ability to work independently to drive thought leadership within a high-volume client environment as well as apply expertise in complex policies to support client decisions affecting IT requirements, procurements, and policies
