Acquisition Analyst, Senior

Key Role:

Determine appropriate acquisition approaches based on DoD adaptive acquisition framework. Research, analyze, assess, and coordinate acquisition program documentation based on selected adaptive acquisition pathway, including an acquisition strategy, acquisition program baseline, and acquisition decision memorandum. Build and maintain relationships with external stakeholders, including the Resource Sponsor, Requirements Officer, and Operational Test Authority to ensure successful program execution and obtain concurrence on an acquisition way-ahead. Execute acquisition requirements in accordance with DoD 5000 series instructions. Analyze the development of acquisition documents, including the initial capabilities document, capability development document, acquisition strategy, acquisition program baseline, program management plan, acquisition decision memorandum, affordability estimate, analysis of alternatives, and cost analysis and requirements description. Help track action items and comments to acquisition documentation to closure and track programmatic issues and risks to ensure they are addressed in acquisition documentation. Assist with the development of status updates and briefs to program office leadership and external stakeholders.

Basic Qualifications:

  • 10+ years of experience with acquisition programs
  • Experience with using Microsoft Office, including Word, Excel, and PowerPoint
  • Experience with DoD acquisition documentation, including Acquisition Strategies, Acquisition Program Baselines, Acquisition Decision Memorandum, and Milestone Decision Review briefs and staffing documentation through senior stakeholders
  • Secret clearance
  • BA or BS degree

Additional Qualifications:

  • Experience with supporting a Navy ACAT program office a plus
  • Experience with ACAT acquisition reporting
  • Experience with risk management
  • Experience with the Joint Capabilities Integration and Development System (JCIDS)
  • Knowledge of Federal Acquisition Regulations (FAR) and DFARS
  • Knowledge of DoD acquisition, including touchpoints with all functional disciplines, such as contracting, budget, engineering, and test
  • Possession of excellent verbal and written communication skills
  • Possession of excellent analysis skills in determining recommended courses of action
  • MS degree
