Acquisition Program Analyst, Senior

Key Role:
Assist government procurement agencies to define request for proposals (RFP) and qualify vendors. Apply comprehensive knowledge of the defense acquisition process to support customers in the analysis and improvement of the acquisition process, policy analysis, and procedures. Devise innovative strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction and mitigation approaches for improving acquisition and program planning, control, and execution.

Basic Qualifications:

  • Experience in working with senior government staff at the Program Executive Officer (PEO) or Project Manager (PM) level
  • Experience with contracts and acquisitions management for a Major Defense Acquisition Program (MDAP)
  • Knowledge of Directive 5000.01, The Defense Acquisition System, Instruction 5000.02, Operation of the Defense Acquisition System, the Defense Acquisition Guidebook, Urgent Operational Needs, including DoD 5000.02 Encl 13, Urgent Operational Needs (UONs), and Middle-Tier Acquisition Rapid Prototyping or Rapid Fielding Production, including FY16 NDAA
  • Active Secret clearance
  • HS diploma or GED

Additional Qualifications:

  • Experience with developing and evaluating acquisition strategies, performing analyses, developing and reviewing documentation, and applying expertise in defense systems acquisition
  • Experience in working with senior government staff at the Program Executive Officer (PEO) or Project Manager (PM) level
  • Experience with leading business development activities
  • Experience with supporting multiple projects and activities simultaneously
  • Ability to apply expertise in the defense acquisition process to support customers in the analysis and improvement of acquisition process policy
  • Ability to provide recommendations for the planning and execution of procurement and contractual documentation
  • Ability to develop methodologies to conduct and support the reviews of acquisition documentation, including Acquisition Strategies (AS), Acquisition Program Baselines (APB), Acquisition Plans (AP), Statements of Work, or Contract Data Requirements Lists (CDRL)
  • Ability to plan, communicate, and achieve objectives through program or project team
  • Ability to evaluate program acquisition schedules or perform critical path analysis
  • BA or BS degree in Business Administration, Engineering, or a related field or 10+ years of experience with acquisition management for a government contractor in lieu of a degree
