Emergency Preparedness Specialist, Senior

Key Role:

Provide support to federal government client’s program, including emergency response plans, emergency preparedness training, drills and exercises, emergency communications, emergency preparedness outreach, and program management. Develop and maintain Occupant Emergency Plans (OEPs) and analyze standard operating procedures and related emergency response plan guidance. Develop training presentations for instructor-led training on emergency preparedness concepts and help maintain web-based training content and resources. Facilitate in-person, virtual, and hybrid emergency preparedness training sessions for multiple audiences, including new employees, OEP volunteers, and program office staff. Plan, conduct, and evaluate tabletop exercises and emergency drills, including evacuation, shelter-in-place, earthquake, and active shooter response drills. Manage emergency communications tools, including mass alert and notification tools, public address systems (PAS), and push-to-talk (PTT) emergency phones. This position is a hybrid role with a combination of working at a Booz Allen office or client site and working remotely.

Basic Qualifications:

  • 7+ years of experience working in emergency management, occupant emergency planning, or continuity of operations
  • Experience with facilitating in-person and virtual emergency preparedness training sessions
  • Experience with creating verbal and written communication work products for clients, including standard operating procedures, after-action reports, PowerPoint presentations, user guides, and quick-reference guides
  • Experience with interfacing with clients and customers, including participating in client meetings, presenting work products to clients, and working directly with clients
  • Experience with understanding, interpreting, and implementing existing and new federal mandates, including security, emergency preparedness, continuity of operations and occupancy emergency plans for federally occupied facilities
  • Experience with developing, conducting, and evaluating drills to test the OEP, including testing of alert and warning systems
  • Experience with developing and implementing emergency plans
  • Ability to obtain a security clearance
  • Bachelor's degree

Additional Qualifications:

  • Experience using Microsoft applications, including PowerApps, Power Automate, SharePoint, and Teams
  • Knowledge of OSHA and NFPA standards, including safety and emergency preparedness
  • Knowledge of Interagency Security Committee standards, including OEP, Active Shooter Response, and Prohibited Items
  • Knowledge of environmental regulations, including CAA, CWA, CERCLA, RCRA, and TSCA
  • Possession of excellent oral communication skills
  • Possession of excellent client-handling skills
  • Master's degree in Emergency Management, Disaster Management, or Homeland Security
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Certified Business Continuity Professional (CBCP), Associate Business Continuity Professional (ABCP), or FEMA Professional Continuity Practitioner (PCP) Certification

The salary for this position will be determined based on various factors. The proposed salary range for this position in Colorado is 85,000 to 95,000.
