Key Role:
Assess the agency’s current accounting data structure, system accounting processes, and report generation functionality. Provide advisory support to Financial Systems Division (FSD) and Office of Financial Management (OFM) leadership. Document business requirements requiring improvements to ensure compliance with standards or to support improved efficiencies in budget, accounting, and financial reporting. Evaluate and document the current accounting system architecture to understand data sources and the flow of data throughout the system. Evaluate the Oracle financial system accounting line segments and data elements to determine the as-is state to support a gap analysis. Determine how budgetary accounting is derived, including source data used for each budgetary general ledger (GL) account derivation to support a gap analysis. Evaluate the current as-is-state of the contract life management (CLM) system to assess compliance with standards and requirements, and to determine how it interfaces with the Oracle financial system.
Basic Qualifications:
5+ years of experience as a Federal Financial Accounting Data Analyst
Experience with Federal Financial Systems and Federal Financial processes and data requirements
Experience with SQL and developing code or queries to support budgetary and financial reporting requirements and data extraction
Knowledge of the United States Standard General Ledger (USSGL), Proprietary and Budgetary Accounting, transaction posting logic, and Federal Financial Reporting including TIER, GTAS, CARS, or DATA Act
Ability to leverage expertise in critical thinking and analysis to perform independently in a group environment, be self-motivated, and demonstrate strong client service skills
Ability to obtain a security clearance
Bachelor's degree
Additional Qualifications:
Experience with manufacturing systems
Possession of excellent analytical and organizational skills, including strict attention to detail and reliability of output
Possession of excellent interpersonal, verbal, and written communication skills
