Financial Analyst and FMS Specialist, Mid

Key Role:

Assist with analyzing the preparation of a client program's annual and overall budget estimates and requirements. Assist with reviewing and providing financial information through analyzing the development and review of technical instructions (TIs) and procurement requests (PRs). Support purchase and accounts (P&As), lines of accounting (LOAs), letters of response (LORs), amendments, modifications, revisions, and OA worksheets. Assist with planning for financial and program, case reconciliation, and quarterly program reviews. Analyze all aspects of budget execution, including funding documents, such as project directives, project orders, purchase requisitions, and military interdepartmental purchase requests and foreign military sales (FMS) appropriates. Maintain a general ledger and develop and maintain execution spreadsheets and spend plans. Execute reimbursable funding in Navy Enterprise Resource Planning (Navy-ERP).

Basic Qualifications:

-Experience with budget planning, budget preparation, and budget execution for acquisition programs

-Experience with the preparation of reports that reflect programs or project status in areas of cost, schedule, and performance

-Experience with the Navy Enterprise Planning System (NEPS), Security Cooperation Information Portal (SCIP), and Information Warehouse and Case Execution Performance Tool (CEPT)

-Experience with Management Information System for International Logistics (MISIL), Defense Integrated Financial System (DIFS), Computer Optimized Batch Reconciliation Application (COBRA), Defense Security Assistance Management System (DSAMS), Procurement Integrated Enterprise Environment (PIEE), Electronic Document Access (EDA), or Navy-ERP

-Secret clearance

-AA or AS degree and 2 years of experience with finance or BA or BS degree

Additional Qualifications:

-2 years of experience with NAVSEA

-Certified Defense Financial Manager (CDFM) or DAWIA Level I Certification in Business or Financial Management

-Completion of DISCS SCM-C and NAVSEA Case Manager Excellence training
