Military Manpower and Training Manager

The Challenge:

From both a personnel and systems perspective, the US Navy is growing fast. As a manpower and training manager, you'll use your functional expertise to provide our Navy clients with big picture strategic ideas rooted in technical and data-driven solutions that will help to propel them into the future.  

You know the secret to a successful project is tracking the balance between resources and performance. You can manage the metrics, identify risk indicators, and plan changes to keep the project within budget and on time while achieving goals successfully.

You will lead a team to analyze the development and implementation of manpower and training plans and budgets that affect the delivery of Navy training for across various platforms and for a variety of systems. Based out of the Washington Navy Yard, you have a direct finger on the pulse of the policies, guidelines, and procedures required to ensure quality and cost control across a Navy major program office.

You will juggle multiple projects and timelines and connect with clients around the world to work collaboratively to improve communication and workflow. You thrive on autonomy and are eager to build a team and continue your seasoned management approach while executing manpower and training requirements.

You Have:

  • 5 years of experience with Manpower, Personnel, and Training program management and technical analysis for the integration of requirements for US Navy programs
  • Experience with procedures for Job Duty Task Analysis (JDTA), Front End Analyses (FEAs), Required Operational Capabilities (ROC) and Projected Operational Environment (POE), Preliminary Ship Maintaining Document (PSMD), Crew Sequencing and Phasing Plan (CSPP) validations, and Naval Training System Plans (NTSP) development and review
  • Experience with US Navy crew training
  • Experience with coordinating multiple elements of a large, complex naval training program to deliver the required training outcomes within cost and schedule estimates
  • Knowledge of developing training according to US Navy instructions, including Integrated Learning Environment Course Development and Life Cycle Maintenance methods
  • Secret clearance
  • BA or BS degree

Nice If You Have:

  • Experience with curriculum development, adult learning, and program sequencing
  • Experience within a NAVSEA Program Office
  • Experience with the Navy Modernization Process (NMP)
