The Opportunity:
Our federal client is executing a large-scale transition away from AFFF firefighting foam. This position will provide policy, program, and operational oversight support to ensure a seamless transition to F3 products with minimal impact on mission operations. To ensure a successful transition, this position will support updating and communicating about the client's comprehensive AFFF replacement plans, performing and monitoring F3-related research, coordinating the appropriate and timely disposal of AFFF, and implementing policy that guides the training requirements for the new F3 products.
As the FES Specialist on our team, you will be responsible for assisting the federal client with implementing and overseeing its transition from AFFF to the new F3 products. This position requires using your professional knowledge and expertise about a wide variety of fire and emergency response related regulations such as National Fire Protection Association (NFPA) codes and standards, policies, procedures, and technologies affecting federal agency activities and operations, to support the development and implementation of AFFF transition policies and guidance and help the client make informed decisions. You’ll research and monitor PFAS-related studies, F3 formulations, disposal or destruction techniques, and alternatives for assets and equipment, and communicate about those issues professionally and effectively both verbally and in writing. You'll track, monitor, and collect data about the progress of multiple complex and ongoing projects related to F3 resources and AFFF transition, prepare analyses, and present findings verbally to the internal team, client, government, and public. You'll manage logistics for meetings, technical exchanges, working groups, and webinars, and prepare and deliver briefings, presentations, and decision memoranda to senior leadership and other stakeholders. Additionally, you will lead or contribute to communication and outreach efforts associated with executing the federal client's transition from AFFF to F3 products, including drafting fact sheets, reports, emails, and other program materials, for internal and external audiences. You'll work independently and as part of a team, and facilitate collaboration among various stakeholders while managing high-priority and quick-turn assignments.

You Have:
- Experience with DoD fire and emergency response
- Experience using Microsoft Office applications, including Word, Excel, PowerPoint, Teams, and SharePoint
- Knowledge of fire protection and FES, including policies, guidance, and regulations such as NFPA Codes and Standards, FES operation and incident response, and interagency fire and emergency response operations
- Ability to work independently and as part of a team on multiple priority projects, manage time effectively, and demonstrate adaptability in responding to multiple priorities and conflicting deadlines
- Ability to lead and facilitate meetings, brief senior leadership, and tailor verbal and written communications to effectively meet objectives based on the audience
- Ability to pay attention to detail to efficiently achieve thoroughness and accuracy when accomplishing tasks
- Ability to obtain a Secret clearance
- Bachelor's degree in Fire Services Administration, Fire Services Management, Emergency Services, Emergency Management, or Fire Science and 7+ years of experience with DoD fire and emergency response, or Master's degree in Fire Services Administration, Fire Services Management, Emergency Services, Emergency Management, or Fire Science and 5+ years of experience with DoD fire and emergency response
Nice If You Have:
- Experience applying firefighting foams in real-world emergency response or conducting training events with firefighting foams
- Experience with PFAS extraction or destruction techniques and emerging F3 technologies
- Experience supporting or working within the Department of Defense, the Incident Command System, or all-hazards emergency response
- Experience with FES administration, including studies and analyses of new or emerging emergency response issues and challenges
- Experience preparing technical reports, whitepapers, executive summaries, meeting minutes, and presentations
- Experience drafting or reviewing program communications such as fact sheets, briefing materials, web postings, and other written communications
- Experience facilitating meetings, hosting webinars, and updating government websites
- Knowledge of DoD Instructions 6055.06, DoD FES Program, and 6055.17, DoD Emergency Management Program
- Knowledge of leadership in interagency and interdisciplinary emergency response, collaborative engagement with federal and state agencies and other stakeholders on emergency issues, and communications and outreach products

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $62,000.00 to $141,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
